My Gear S3 Frontier (SM-R760) has the same problem. There is no Settings/Device/Date and Time section on the menu, the time DOES NOT sync with the phone, Gear app does not have a way to change time manually neither and so, I have no way to change the time on my watch accordingly to the season.
As shown off by Ars Technica, side-loading apps to the Galaxy Gear isn’t particularly difficult. All you need to do is enable USB debugging in the settings, hook up to a computer and use Android

Don't shoot me but aside from the lack of app support tizen is actually the better os imo. Just in terms of reliability and random bugs. WearOs is much more fluid than Android Wear but I still think tizen is more fluid and bugfree. I think the assistant is Google's best asset tbh the app support isn't that great.
